How do I win as Japan? (BR III)

I have just started playing again after hearing about the recent economy changes. I have all of Germany BR V researched, and want to finish Japan next. However I am finding that no matter how many enemies I kill, or how many rally points I build, I just cannot win against the US. Is that just how it is for now? Am I better off equipping the BR IV weapons I have seeing as nearly every game is an uptier to BR V? Any help would be much appreciated.
