New here! Why is HE useless in this game? At least from my experience

I understsnd im using a 37mm in a Panzer 3 and it doesnt have much explosive in it, but when i say i hit the wall this guy was standing next too right between his legs and nothing happened... That's not a joke, i didn't even get a hitmarker, and this ocurred at least 2 times in a row.

Is this just me, or does every experience this? I remember playing on Xbox before this big update they did, and i had the Panzer IV J, and even the 75mm HE didn't do jacl shit at the time. Would love to hear what yall think! Thanks a lot!
