Idk if this is a fix or workaround but here's how you can still build all your stuff until they fix it. Note: This is on Xbox so you'll have to transfer the steps to your keyboard/PS controller. S1: Press Y to pull out your hammer S2: Press and hold left on the D-Pad to open the build wheel S3: Use your RIGHT analog stick, not the left like before and select the fortification you want to build S4: Release the right stick after selection, this will close the menu and now you can build your fortification.
Note: If you wait to long it'll bug out and not work requiring you to switch back to your weapon and then the hammer again.
