Why does Berlin became an unplayable nightmare from 6 PST till next morning?

Currently 6:30pm PST and while I've been grinding Berlin the past 4 hours the games were relatively balanced (I have it set to join any team) however after 6pm (and this is trend I notice everyday the playerbase becomes full of high prestige sweats. All stacked onto one team so when I look for a match I'm forced to play the other side leading to either constant steamrolls or gruelling attrition fights regardless of my faction. Why is this?
