Anyone know of any tools to read large sets of circuit layout records (CLR)?

I'm building what are effectively network topology diagrams. These higher level diagrams are based on low level component circuit layout records. There are a huge amount of these, on the order of 10,000 or more. (This is a big legacy SoS) I'd like to be able to read all these PDF files an migrate them to a central and consist db for referencing. Does anyone know of tools that can read these CAD generated diagram that were manually drawn?
