It absolutely can be if done properly; even a hard spanking where pain eventually becomes the main issue still should have a significant embarrassment component.
I think the issue for many is that spanking is often expected to be done by a sexual partner/spouse, (even if not as prelude to sex) ie someone the spankee is quite used to being naked in front of. It’s a different story when done by someone else.
