Print fan stopped spinning.

A month a go I replaced my ender 3 v2 fans with noctua fans and step down buck converters to bring down the volts to 12v. All the fans were working and spinning fine. In the past week I noticed the print fan stopped spinning completely. I used a meter to check the connector on the main board and it reads Zero. Is there a way to test or force the fan to spin (add a load) ? Without printing anything? The main board looks fine and it doesnt smell burnt.

Mainboard fan and extruder fan are connected to the main board fan connector (both work) The print fan is connected to the print fan header. Again all fans are connected to individual step down buck converters.
