What is causing this?

So quick context. This benchy is being printed with a material I've never used before. Its being printed at a later height of .1 and a temp of 190. In the past Ive gotten a near perfect one using elegoo white filliment at .02 at 210. Mind you, when I tried it with this stuff, it lacked the sheen and felt like sand paper so I put then temp down and backed off the layers. So whats going on with these odd rough bands and what do they mean?.
