As Sultan Korkut walked through the battlefield at Edirne, he slowly surveyed the corpses of his enemies that had dared to stand up to him. Frowning as he passed the dead body of one of the Janissary acemi, his heart sank. For a brief moment, he considered if he rushed to judgment and tried to change the system too fast, too soon. With another few steps, the Sultan moved away from the dead boy. Even if it was, it would be a disservice to abandon his reforms right now. Why else would blood have been spilled.

After making sure the last of the hardliners and Suleiman's men were captured, Korkut and his men returned to the capital with the wayward Şehzade in tow. While Korkut was unsure on what role Şehzade Suleiman had in the rebellion or if he was misled by the Ulema, Korkut was sure he would find out. Returning to the capital, Korkut quickly began to implement his reforms before duty called in the East. If these worked, may the disunity and corruption be purged from his realm, or driven to the shadows whence they belong among the wicked. As such, Sultan Korkut would issue a series of ordinances designed to limit abuse and punish corruption.

Edict on Witnesses of the Court: "While current law calls for the appointment of şuhud ul-hal (witnesses of the court), these appointments are done at the behest of the sitting qadi. If there was a miscarriage of justice, it would be unlikely that the court-appointed witness would go against the will of the court. As such, the practice of court-appointed witnesses will come to an end. In its place will come state-approved witnesses who are known to have the proper religious and legal training to mediate disputes. When a case is brought before a qadi, a witness will be picked by sortition and assigned to oversee court proceedings until the case is concluded, upon which they will affirm or deny that legal customs were adequately followed.

Edict on Appellate Courts: "While current law does allow for appeals, such appeals are made to the center to be decided upon. The further one is from Konstantiniyye, the greater the cost that their appeal has and the more that powerful interests hold sway. As such, I call forth the establishment of dīvān-ı temyīz (provincial appellate courts) in each Eyalet in order to reduce the costs of appeal and to reduce the bureaucratic burden of the Imperial Divan. Each dīvān-ı temyīz would be composed of three men appointed by the Grand Mufti whose sole job is to mediate disputes and issues that arise on a provincial level that does not require the intervention of imperial authorities."

"To limit the imposed burden on the Grand Mufti, several new scribes will be hired and dispatched to the Qadi of Konstantiniyye for the sole purpose of administrating the new dīvān-ı temyīz."

Edict on Written Petitions: "While in person petitions have fallen out of use, written petitions have succeeded them as the main way for the Empire to communicate and bring up local issues not worthy or needing a legal case. As such, the imperial treasury will begin to reimburse petition writers should their issues be deemed non-frivolous and actionable in the eyes of the imperial government."

Edict on Self Oversight: "While there exists a loose collection of oversight over imperial officials, most corruption is revealed not by local interests but by petitions or appeals to the imperial government. While this has worked... somewhat, it has allowed for corruption to be entrenched in society and among several officials. As such, there will be a new arm of the imperial government tasked with oversight over imperial officials."

Duly named the Zabtiye NezĆ¢reti (or Official Supervision), this 'secret police' will be tasked to investigate allegations of corruptions and provided needed evidence for future corruption trials. Primarily focusing on unworthy qadis and officials, these police will only be answerable to the Sultan and his descendants. Once information has been collected and is believed to be actionable, this information will be dispatched to the Grand Mufti who will then grant a fatwa (ruling) on the issue. Should this fatwa be in favor of the Zabtiye NezĆ¢reti, then the qadi or official will be temporarily removed from this position and tried in the court of law. Should they be guilty, they would be subject to the appropriate punishment as dictated by Sharia. Else, they would be reinstated to their position following the ruling of the court.
