Some years back, the Prince-Bishop of Trent oversaw the creation of a new Chancery for the Austrian realm as the war in Italy demanded the Emperor's attention. Placing the Chancery within the Bishopric of Trent itself inevitably sapped power from the Austrian Court Chancery established prior to 1500 which had begun to grow in importance in the previous years since its creation. Unfortunately, the combination of this new Chancery combined with the Emperor constantly occupied of warring in Italy led to the effort beginning to sputter out a bit.
While Trent benefited from the re-direction of authority they didn't accrue additional responsibilities as often as the Innsbruck Chancery, mostly due to the absence of Maximilian's hand. In 1510 having settled back into Germany, the Emperor began his routine of tireless work spending many of his days constantly entreating with secretaries in his effort to manage the realm and extend his personal hand that bit more into the daily workings of the Empire.
Fittingly then, the first task Maximilian set to was returning the primary Chancery from Trent back to his beloved city of Innsbruck. Next, He dedicated a 50,000 fund to ensure they will be able to quickly accommodate the expansion in responsibilities and ensuring the modernity of the facility.
The Emperor will begin to refer issues from Tyrol, Austria, and further Swabia. He will also begin to refer Imperial issues to the new Austrian Court Chancery, undermining the Imperial Chancery. Over time, this should drive more and more traffic to the Austrian Chancery.
Finally, the Emperor will oversee the extension of the Trent Chancery's authority over Italian issues - whatever few issues may be presented to the Emperor in Italy - and another 50,000 florins will be allocated for two postal boxes (one in Innsbruck and one in Trent) dedicated to matters of Chancery only. With these changes made, the Emperor then established the supremacy of the Austrian Chancery over the Trent Chancery by edict.
In effect by his directives, the Trent Chancery would become something of a training ground for the Austrian Chancery in which diplomats would train for some time in the lower stakes environment of Trent. Once the wheat separates from the chaff, the Court Chancery will pluck the highest quality staff for the Austrian and Imperial realm.
