Considering elementary over Ubuntu budgie, couple questions

Hi! I'm thinking of doing the switch, but couple things are bothering me:
- Can I install the same software from App center as Ubuntu's gnome software? Mainly, I need VS code, NodeJS, Slack and Telegram at the very least.
- How actually Ubuntu 18.04 LTS base is different to 19.10?
