Vape mod batteries... parallel vs series connection

I noticed that the battery life of one 26650 battery with 4500 mah is better than the battery life of dual 16650 batteries with 3200 mah each... this means that the batteries in all my dual battery mods (Polar, Minikin, Espion) are connected in series. So my question is... Is this the case with all dual battery mods, or are there ones with a parallel connection doubling the mah of the batteries?
