Pre-order with uncertain timing

We'll likely move to the US within the next 18 months. Our exact timing hasn't been fully worked out with my job yet, however most likely looks around Q3/Q4 2022, maybe Q1 2023. It'll still take several months until we finalize all details.

Regardless of the move, I will already be there for a month mid-August till mid-September.
I'm starting now the process of pre-planning the move and everything involved. One of the aspects will be getting a car, ideally an EV.

Renting a car for the full month in summer will easily cost already 1.5-2k alone. And that aside, with the long delivery times for EVs, it will become an even bigger issue if we first move, then order a car and then have to wait half a year or longer with a rental... Sounds like an extremely expensive temporary solution for that scenario.

This got me wondering if it might make sense to put in an order already now. If we get it by August we could even save the rental, but otherwise we at least reduce the expensive period after the move during which we need a rental.
Of course, there's the obvious risk that the move falls through altogether, in which case we couldn't follow through with the purchase. And there's the risk that the car is delivered early, although this seems less likely in the current environment.

Would you have any advice for our situation? Is a pre-order relatively easy to get out of? How reliable are delivery timeframes when ordering, can they only extend or also shorten?

Thank you!
