ELV voltage between active and neutral/earth

G'day,

Question for you guys because this has my mind in a boggle.

Parents recently replaced their wall oven as old one had its day and of course new one is higher kW rating. I've ran a new cable to suit but this isn't relevant.

After disconnecting and making the old cable safe I tested voltage before touching it once again, even though I knew the active tail was removed from the breaker. Some how I'm receiving 15-20v AC from active to neutral and active to earth.

Anyone know where this is coming from? The active tail is isolated in connecter at the board so going no where yet there's still voltage potential?
