Can we talk about bushings?

3-1/2” EMT connector, entering an enclosure. As found, no bushing. Would you add one? Does your inspector require it? Would your opinion change if it were a PVC connector?

There is a bushing , but who ever installed the meeter base and piping didn't file or ream the conduit and it faulted to the point where it melted the wire all the way back to the utility transformer, and melted the wire into the building that fed the fire pump, luckily it happened at 5 am since they have it on security cam that it was shooting flames a the meeter exploded , happened any later and pedestrians would have been hurt
