No SoCal edison bill for three years!

So I’ve been living in my house now for almost three years. Moved in Aug 16 2019 and had power setup with edison on Aug 19, 2019. I tried to set up an edison account online but it gave me a error message so a call edison. Rep tells me I won’t be about to complete my online account registration until it switches over and I receive my first bill. 1 month goes by and and still no bill so I call again. Another rep tells me they are doing a massive overhaul of their billing software and that it will take some time to get caught up and I should receive a bill soon. Two more months go by and I call them again. Same story only this time, that particular rep tells me to log in and make payments. I tell him I’m not paying money if edison can’t provide me a bill and that I can’t even log in an account that doesn’t exist because I can’t complete the registration until they fix it on their end so he tells me to be patient. Another two months go by and still nothing so I call again. This time they said they were going to get to the bottom of it and send out a tech. A week later, the tech guy shows up and asks to see my meter and then hooked up his laptop to the meter and did calibrations and reset it and said it should be good to go and that my meter was working perfectly. Another month goes by. I call AGAIN, and they tell me there must be an issue (no shit!) and they will send the tech out again. Same guy shows up again, does his thing and said it’s definitely all good now. Another month. No bill so I call edison again. Get the same story of “our system is heavily back logged and we’re working fast to clear them and get caught up so just be patient and you’ll receive a bill soon”. I’ve called and called and called and they just keep giving me the same story over and over so I just don’t know what to do any more.

Any thoughts?????
