Elusive Leak into Electrical Panel

I have noticed there was some water in my electrical panel recently and after a few recent rains I believe I have finally found where it is coming from.

In the below picture you can see the little spot where it is a little cleaner. This is where the water is dropping from.

Another angle, the one that is leaking I believe is the left connection point. From the above picture the water will drip down onto the breaker right below it (you can kind of see the clean area where I have had to dry it off). This water eventually leaks further down the panel.

After caulking the outside meter a decent amount I still saw the water and when I finally found where the main drip was coming from (inside the wire itself, there was no evidence of any source of water anywhere else in the box). I checked out the roof and saw these splices from the main power pole.

It appears to me that the water would be getting into the insulated wire before the weather head and making its way all the way down while inside the wire itself.

I have been in contact with an electrician and even my power company to try to determine who's responsibility this would fall under, as well as if its simply safe enough for me to grab some electrical tape and maybe some silicone to seal up the wires. I would love any input from others if doing a manual fix to see if it does fix the issue.

Safety is my main concern, especially since water is involved. Right now my main effort is going towards prevention. The power company (with out seeing it) believes the responsibility does fall on me, but if they send someone out and they deem it a safety concern they could shut off my power till its fixed. So before doing that I'm trying to get as much information as possible.
