Need advice for warehouse LED conversion

My current lighting for a warehouse use 400 watt m59 bulbs. These lights use a ton of electricity. I would like to convert to LEDs for better efficiency My question is do I need to replace the whole ballast/fixture with an LED setup or can I just replace the bulbs with LED corn bulbs and get the same result?

Led corn cob lamp, you remove the ballast and wire the socket directly or replace the entire fixture with an led high bay fixture
