Is this a ground wire in the back of my box? And if I am replacing a 2 prong outlet with a 3 prong receptacle, do I - (a) - leave the ground attached to the box as it is, - (b) - try and attach it to my new 3 prong receptacle, (c) - run a wire from the ground screw on my receptacle to the box?

First you need to verify that the ground wire is actually hooked up, you'll need to use a meter and go between your hot, and the box to verify, if it is actually grounded you can use a ground tail to the back of the box and you'll be all set
