Should I skip the Imperial City DLC?

I bought the 4 DLC pack the other day and started the Imperial City. I knew Cyrodill was PvP stuff, but I was under the impression that the Imperial City questline was in a PvE area within the Imperial City.
Obviously I must have thought wrong, because my experience with this DLC has been near nonestop ganking. I can't even play the DLC because they won't let me. So for a casual, solo PvE player like me, is this DLC just worth skipping?
