I'm clearly missing something about PvP. Help?

I'm not a PvP guy and this isn't me asking how to go hardcore into that. But my level 49 just got challenged to a duel by a level 36 in town and he killed me in under 5 seconds. What am I missing here? Because I don't get it.
(P.S. I've just returned to the game after not playing since December of 2017. So please have mercy on this scrub, lol.)
