Playing with Xbox Game Pass on PC?

Is there some trick I am missing or is ESO only available on console for Xbox Game pass? When I got to the Xbox Store on my PC, the only option is to "Install on Xbox One". I've tried searching for a solution to no avail.
Also, how are load times on the console? Am I better off spending the $10 for the PC version right now if I've got very good specs?
