First, my apologies. I've been away from ESO a long time, so I've no doubt this has been clearly answered in other places. Blame my blithering incompetence for not finding that clarity (blush). But here's the thing - resource gather scaling.
Logging in my former Gatherer, I can see all he finds is high level resources, even on Stros M'Kai. Which is what it is :-). But I like gathering. So I was trying to work out - is the scale level decided by:

1: Crafting passive level?
2: Crafting active skill level?
3: Some combination of both?
4: Some even more brain burning combination of craft passive, craft active and combat level?

For example, if it was (1), and I wanted to be able to gather all resource levels, I could have ten character slots and set each one to have a different crafting passive set. So Avatar slot one could be all craft passives at 1, Avatar slot 2 could be all craft passives at 2 an d so on. But on the other hand, to make passive level 2 available I'd have to increase Avatar 2's crafting anyway, so I'm thinking it's option (2).
If I haven;t made a total pigs ear of explaining what I'm trying to achieve, can anyone offer any guidance on the controlling factor/s for gather resource leveling?
