Just asking, since I've tried every workaround in the book and the game refuses to run. It just doesn't look the same without it. sob

FIXED MINE. Steps: 1. Go to C:\Users\User\Documents\Elder Scrolls Online\liveeu, open usersettings.txt. Scroll down until you find "SET GraphicsDriver.7" or use C F to jump to it. Change 'D3D11' to 'D3D9'. If it's already on D3D9, leave it that way.
2. Download SweetFX 1.5, unzip all to game directory as normal. Delete dxgi.fx and dxgi.dll. Go to game\client\SweetFX\dlls. Go to the FXAA DX9 folder, copy it and replace the .dll in the client directory.
3. Done!

Edit: game seems to crash periodically. I tried.

OTHER EDIT: I finally gave up using conventional means and decided to go down the RadeonPro road. I didn't use it at first because the program was very buggy with Nvidia cards and the application kept flickering. However, I now have SweetFX working. Follow the guide at: http://www.overclock.net/t/1485750/how-to-use-sweetfx-in-windows-8-1

You may have to lower HDR if you're using a preset, since the version of sweetfx used there is tweaked and scales differently. You may find that the actual RadeonPro application won't stop flickering at first: to fix, "UseCompatibleListViewRendering" must be set to 1 in Config.xml in AppData\Roaming\RadeonPro directory. But game is working fine for me now.

Edit: nope, game still crashes periodically.
