Is the vocal technique used in the drop of Smoke by Ghastly some sort of rhythmic gating on a reverbed vocal? Or can it be achieved by a vocoder?

The drop starts at :50 but there's a second technique used later in the drop at 1:08. So many questions. 1) Is it just rhythmic gating on a reverbed/delayed vocal? 2) Can a vocoder be used with a "hollow" sounding carrier? I'm brand new to vocoders and usually only hear digit sounding effects from them, but this vocal is so well blended with whatever is making that fluttery effect. 3) How do you get that underwater effect?
