I have a video that is 30fps, but it's a recording of another video that does not have a consistent frame rate, is there away to delete duplicate frames in Premiere?

Title. The screen grab video is like 20 frames a second then 1 then 15 then 2 then 20, etc. It's 3 minutes long, i would like to make each frame be one frame without having to extract them manually. Thanks in advance.
