Could really use some help with some Spoke-tension issues.

Post Body

Picture listing tensions for each spoke.

The left side of the rear tire, between spokes 3-13, get noticeably closer to the frame when spinning. The tread is almost touching the frame, might be lightly grazing. I'm not sure where I should start making adjustments to try and pull it away. I would assume that the most pull is going to be in the center of that range... should I tightened things on the right side, on spokes... 5-11? Should I loosen on the left 5-11?. Should I focus on the opposite sides? Tighten around 16/17 on the right side?

Ugh. I hate this so much. Too many variables. I feel like blindly adjust things is just going to make things worse. 😭

It's a Ride-1Up Turris.
The tires are Kenda K1227 27.5"x2.4"
Spokes:
Front-Left/Right
Rear-Left/Right
Length:
257/258mm
215/216mm
Gauge: 13G
Suggested Tension:
130-160kgf

Any guidance is always appreciated.
