What’s the best e bike overall?

Ive never bought an electric bike before but my grandpa had a Segway e-bike that I loved to play with. I wanna get something of my own and I heard that talaria is better than Surron now, I’ve seen videos and I think I wanna get a talaria sting r. Only problem is I heard that battery rattles a lot and that does sound pretty annoying, also I heard that speed basically drops to nothing after the battery gets below 30%. Anyways, can anybody confirm if this is true, or let me know what the best e bike brand is and the best model overall. Sorry for the long paragraph. Thanks 🙏
