Best way to recruit for non-big name schools?

So just got the game for Christmas and started an online dynasty with some friends and picked University of Hawaii to roll with.

I know they aren’t the most competitive team and they’re already in the mountain west conference but it seems like I can only get 3 star recruits at best with a lot of 2 star-1 star recruits. Just wanted to ask if there was any specific way I should be attacking recruiting? Am trying my best to win games on Heisman difficulty and improving program tradition, etc. Just wanted to hear any tips you guys might have for recruiting for small football schools. Thanks!
