DW8: Empires Follow Up

So in reference to my last post on this matter I think I confirmed that officers do not gradually appear as time passes I did the yellow turban rebellion scenario and none of the later Era characters appeared ever even after waiting many years. The only Jin character available was Sima Yi. Also tried in the Dong Zhuo scenario and it was more or less the same. This is a little disappointing to me for some reason. I guess it’s so as to not over saturate the map with officers maybe. Anyway sad but oh well.
