So I asked this for 8 empires and the answers I got were no, but is it also the case in 9 empires? Do officers appear gradually as time passes I usually like to play the earlier scenarios (YT Rebellion, Alliance against DZ) because they have the most factions which makes it fun for me, however a lot of characters aren’t available in this scenarios like the only Jin character available in YT is sima yi. Ive never played a scenario for more than 10 years although that feels like enough time for new characters to appear. Anyone have any insight
