Supply drop in a dangerous place

So there's this one supply drop in a playground area flooded with water in the Slums. The water is electrified and the area is guarded by two Goons of varying rank (usually two firemen or a fireman and a random). It's near the building where a bunch of people got trapped on the roof and committed mass suicide, I forgot the name of the quest.
Has anyone else gotten this on their map, and has anyone managed to get to it?
