Is anyone else getting a huge frame rate drop immediately after the tutorial?

At the "gym" im getting anywhere from 90 to 70 fps and the moment i have to see the quartermaster at about 25 constantly inside and out. Anyone know a fix for this?
Specs: amd phenom II x4 955, R9290, 6gb ram
