At what height are caverns supposed to appear?

I've heard talk that the first cavern is supposed to be located at Z-level 10-ish, but in my previous fort I had just one cavern at Z 100 and now the first one is at Z 75 (didn't look if there were more)
Is this normal or am I doing something wrong in world gen?
