How do you prevent your crossbowdwarves from going in a melee?

I give my crossbow dwarfs the order to kill an ambush party of goblins
Urist Mcgenius runs out of bolts, and thinks it's a clever idea to, instead of getting new bolts, run into the goblin lashers and get lashed to death (he only has leather armor)
How do I make sure my crossbow dwarves replenish their ammo?
The only way I've found out is removing all their orders
