I'm told I failed 2 rolling retests and I swear they're gaslighting me

Ok so I just got a letter in the mail from my DMV saying I failed 2 rolling retests on Dec 23 and 24, and now I won't be able to get my device removed until JANUARY 25 2025 FOR FUCKS SAKE. But this is super weird because I don't remember this happening at all. On a separate occasion, I did fail a starting test after a night of drinking, so I accept responsibility for that.... but i do not remember failing any rolling retest at all. I always do it while I'm driving, and on the occasions I left my car running I always made sure to run back in time in case it's blasting my ear off for a retest.

Doesn't the device lock out when you fail a rolling retest? Because when I failed my test start that one time, my device locked out and I couldn't use it til I got it serviced.... yet this did not happen since. So I'm posting this cuz I'm wondering, has anything like this happened to you guys? I just find this totally unfair and it feels like I'm being gaslighted into being stuck in this ball and chain situation for longer than I should. I have the ability to appeal it but I don't quite know what to say.
