Best way to get Seals/Wild cards?

Trying to get Nergal and finally get my deck up to snuff before I hit 1000 ELO...problem is I never get any wild cards from packs and I used my starting wildcards to get some Vampire Lords so I could win easier late game.
So what are some great ways go gets seals and wildcards? I assume leveling up, but is that the only way without spending money?
