Does this drywall need to be replaced?

So I came in to see this at a job-site. My other worker thinks this needs to be pulled and replaced. My dad thinks that trying to Spackle it, it will not look right. He thinks that the green is the coating for the mold resistance.

They are power sanded, its apparent. But I was told the green was what makes it mold resistant. I tried looking on the internet, but couldn't find anything.
