Hello, I'm a guy who started getting into makeup recently.

I first bought an ELF concealer at Walmart a few months ago and I only got some use out of it. I notice that the bottle is seemingly half empty. Whenever I pull out the brush it always looked dry.

So I figure I probably bought something that might have been returned or someone who likes to use the product on spot.

Questions is, how can I be smart with buying new makeup in store? Not all products have a proper seal around them and the fact that packaging and bottle design usually makes things look like they have more than what they actually hold.
