Neighbour's car blocking access to my dropped kerb & driveway argh!

As the title advises. My neighbour keeps parking their car infront of my driveway (they don't have one) and there is a dropped kerb.
This is stopping me and others using my driveway.
Hoping a friendly chat will stop them doing it but i'm not hopeful. Any tips on what could be the next stage if the chat doesn't work?
