Yielding to oncoming traffic at Green Light

Say hypothetically I'm trying to make LHT at a traffic light that is green but there is traffic opposing to me but it is stationary in the road and they're someone on the other side making a right hand turn in the right hand turn lane on the opossing side I know I yield to oncoming traffic but is that car making a right hand turn on the other side opposing traffic do I have to wait for them or proceed since it's green
