White God & Freewill

So a recurring theme in the books is that greater power = less free will, Fae are more powerful than humans but not hugely, and have limits on lying and hospitality. Angels are supremely powerful and have very strict rules on behavior, which brings the question, does the White God, as the most powerful thing there is, have free will at all?
