GPU Usage Hits 100 While Streaming

Do you guys think you would be able to help me? Recently when I stream Dragon Ball Fighterz on PC, coupled with streaming, my fps takes a noticeable hit, and i range from 18-20 fps. This is a new issue as it worked the other day and the day before that, but ever since yesterday when streaming with OBS, the two combined hit 100% GPU and my CPU usage also goes to about 95%.
For reference I'm running a GTX 1060 laptop version and a Intel Core i7 8750H CPU
