I've been having issues with having 'Judgment: Help the People of Sahrnia' appear in the War Table after telling Poulin to use her ill-gotten wealth to rebuild the town. The option appears during her specific judgement, but this War Table operation doesn't become available. After Poulin's judgement, Quarry Quandary quest completion happens again, I feel this is what's causing it.
Is there a way to force it through the console (hopefully wont void getting further achievements)?
