First ever on-chain protocol upgrade - Polkadot

Polkadot is attempting a live governance-based upgrade of the global testnet, from POC-1 to the new POC-2 runtime. This will mark the first major attempt at an on-chain protocol upgrade in the wild.

Afaik, it will be the first time a public chain gets a state machine upgrade.
