How is Dasher pay calculated

I have done almost 70 deliveries and was wondering how the dash pay is calculated, I know it is separate from tips and usually it is just 2 dollars in my area, but I have seen it get all the way to 5 dollars possibly more. Is this solely dependent on how many people deny an order before it gets to me? If that is the case is there more incentive to denying low offers to force doordash to up the pay?
