Earn per offer not available

I’ve been dashing for about 5 months. Always do earn per offer because in my area, no one tips on per hour. Today was the first time I noticed the option for per offer, was not available. Hit dash now and it went directly to earn per time.
Door dash support told me that sometimes earn per offer isn’t available in certain areas but this would be the first time in 5 months. Just wondering if anyone else has had this issue today or recently.
