Screen flickering issue, cant change refresh rate

So when I play either Dont Starve or DST, the game screen flickers occasionally and whenever I click. It causes some lag and sometimes doesnt register button clicks ingame, and it crashes semi-frequently. I heard that I could change settings.ini in the local game files, but I couldnt find any settings.ini file when looking through my steamapps->dont starve folder. My ingame settings say that the refresh rate is at 60 and I cant change it, and Im assuming thats where the issue is coming from based on what I read. Is there any way to get to settings.inior change the settings manually so I can fix this?
