So this was inspired partly by the fan card Bursar that was posted a few days ago. With Decree it will most often discard a Copper for 3 Cards, with is obviously a weak effect, but the ability to gain any Treasure with a Gold may make games more interesting. There's the obvious benefit of gaining a Gold to be able to gain more Treasures, but if Platinum or another strong Treasure is around that choice becomes less obvious. The Silver effect will likely come up the least often, which might actually encourage players to gain silvers with these to make a better engine. Occasionally a player may get to do all three effects which isn't super crucial but will sure feel satisfying.
It does need to say the discarded cards are revealed. Discarding is an all-at-once thing, and Dominion requires honesty checks.
