Advice on what to do about a local stray

There is a young Great Pyrenees mix living in a park near my home. She has been living on the golf course for a couple months now and no one in the community wants to call animal control because she is very playful and sweet. She is, however, very skittish and rarely let's people pet her. She has developed healthy, playful relationships with park-goers dogs though! I've told regulars at the park that if the dog can be safely caught, I would love to give her a home.

I fear we may all be going about this the wrong way, and that I should call animal control to pick her up to make sure no one gets hurt while capturing her. This would also give the rightful owner a chance to find their dog while she is being held with animal control for the standard 7-day holding period, though we all suspect she was abandoned. I can file for pre-adoption at this point and take her home if she isn't claimed.

Looking for advice on what to do in this situation even if the answer is "stop being dumb and call animal control already!", which I suspect will be the general consensus.
